State Legislative and Congressional Redistricting after the 2010 Census
Redistricting is often a highly politicized process. According to Bill Thomas, a 2010 Congressional candidate from Maryland, the real goal of redistricting is "to repackage constituents in ways designed to benefit the party in power. The 8th Congressional District in Maryland... is a carefully crafted inkblot. Voters only think they choose elected officials, but it’s elected officials who choose them," he said. Jennifer Clark, a political science professor, said gerrymandering is common in most states. "The redistricting process has important consequences for voters. In some states, incumbent legislators work together to protect their own seats, which produces less competition in the political system. Voters may feel as though they do not have a meaningful alternative to the incumbent legislator. Legislators who lack competition in their districts have less incentive to adhere to their constituents’ opinions," she said.
Thomas Mann, a scholar at the Brookings Institution has written extensively on redistricting reform. Mann wrote, "Redistricting is a deeply political process, with incumbents actively seeking to minimize the risk to themselves (via bipartisan gerrymanders) or to gain additional seats for their party (via partisan gerrymanders)."

Statement by Senator Portman on Senate Health Care Discussion Draft
Portman issued the following statement on the discussion draft of the Senate health care legislation:
“As I’ve said previously, the Affordable Care Act is not working for many Ohio families and small businesses. My goal is to create a more workable system that lowers the cost of coverage, provides access to quality care, and protects the most vulnerable in our society. There are some promising changes to reduce premiums in the individual insurance market, but I continue to have real concerns about the Medicaid policies in this bill, especially those that impact drug treatment at a time when Ohio is facing an opioid epidemic. I look forward to examining this new proposal carefully and reviewing the analysis by the Congressional Budget Office when it is available. If the final legislation is good for Ohio, I will support it. If not, I will oppose it. As this process moves forward, I will continue to work to protect Ohio’s interests and ensure that our health care system works better for all Ohioans.”

TODAY, I live in Dayton, OhiO !
In fact, I did live in Fountain Hills, AZ - for a while (circa 1996). took me - to "Scottsdale" and CAVEcreek - whenever, I wanted to go there. Today, that same man - my husband - does take me to the "Kleptz YMCA" - in Ohio - whenever I want to go there. That is, since my stroke [ANUERYSM AT mca] - in 2012. My (Hans) escorts me - each day - to perform my Physical Therapy; which, this takes approximately 2 hours.
So, Todd (earlier today) seemed to understand my concerns. I am a Democrat - and, trying to get the "departing" Mayor - of Dayton, Ohio ( Nan Whaley ) to endorse a very nice - young African American man - to be the person to succeed her.

My father was, Milo Gerald CASSADY. The 3 boys - Milo, Francis and Pearl - all lived at the CASSADY farm - located, just outside (then) of Columbus, Ohio. My father passed (circa 1963). The year that Mr. Kennedy was shot. My father ( also an Irishman & Catholic ) - he loved Mr. Kennedy. I was born - in 1954 - so, I was just a "little girl" - when he passed.
Today, my little girl, is the Deputy Chief of Staff - at the fbi :: in, Washington, DC: Ms. Dawn Marie Burton. Even as a senior, I am still an "Obama girl". As you may be aware, President Donald Trump (a Republican) just fired the USA FBI Director - because, [many believe] Mr. James Comey (now former USA FBI Director) knew! - that the Russians had videos of him (Mr. Trump) - basically, making a fool of himself - in Russia - at the Ms. Universe pageant - when, he was a married man. Mr. Trump demanded the video tapes - from Mr. Comey (in a meeting) - and, James said "no". Mr. Trump (then) fired Mr. Comey. Some (most imo) “Republicans” can be real ass holes (figure of American speech) – when it comes to working with Democrats. Jim is a Democrat. At some point, the big media reporters (ABC, NBC, CBS, CNN, FOX ) - will probably ask my "little girl" [ Dawn Marie Burton ] – about ALL of this - which, I am dreading (this); because, she - and Mr. Comey (they) go way back.
I did receive a suspicious email - from a company (or, their representative) - called "Nation Builders". But, because, I do not want anything "built" - this seemed very odd (to me). And, someone?, from that same company has been telephoning me - also. Which, this may be a robot call.
Now - as i told Todd (GoDaddy employee). I telephoned him – so AARP said it was OK – to be very frank. ) did, just buy a brand new DELL computer for me. So, a company - called MacAfee/Intel - is providing me with "already installed" DELL computer virus protections software. Then, Todd told me about GoDaddy 'site - LOCK' - for $4.99 per month.
MY QUESTION: What is the difference between GoDaddy 'site-LOCK' AND what the McAfee company software [ called "Live SAFE"] can do for me?
I do NOT want the USA Republican party "operatives" - to be able to make my GoDaddy hosted web site HTML pages ( https://hansandcassady.org/ ) - to become - corrupted - or, to look like I support the Republicans - or, Mr. Trump. Which, I do NOT!
In fact, my little girl - and ALL of her co-workers - to my knowledge - THEY thought that Mr. Comey - was the "best". Just look at the terrific "inner-city" fbi programs - that he started.

This is common knowledge - that this is done - among high-tech workers - in America. Since my stroke, I am not classified to work Top Secret anymore. Basically, my medicine inclines me to talk to much.

This fact - also provides a perfect example - of WHY - Mr. Trump cannot be trusted - to handle secret USA technology information. Insurance is a critical piece of a modern economic system, but it often goes unnoticed until it becomes prohibitively expensive or its availability is curtailed. Such problems reportedly occurred recently in the medical malpractice insurance market.
Many physicians experienced substantial increases in insurance premiums, and there have been reports of problems with availability of physician services due to doctors retiring or relocating from areas that have seen high premium increases. This was not the first time such a crisis has been proclaimed; similar events occurred in the latter half of both the 1970s and 1980s.
The fundamental purpose of insurance is to transfer an indefinite risk from one party to another for a definite premium. The pricing of this premium is critical, but determining this price is uncertain because it depends on estimates of the chance of a future loss, as well as the estimated value of that loss. The premium will also depend on estimates of future investment gains or losses because an insurer also acts as a financial intermediary and invests the capital that is held in reserve against future losses.
Offering liability insurance for medical malpractice has proven a difficult market for insurance companies for a variety of reasons and the market has been unstable during the past three decades.
The recurring market problems have provoked various policy reactions in both state legislatures and in Congress.
Assessing the effectiveness of particular policy changes is, however, complex and strong conclusions have typically been equally strongly disputed.
In the 109th Congress, the House passed a bill, H.R. 5, whose centerpiece was a limitation on tort claims for medical malpractice; similar bills passed the House in the previous two Congresses.
The Senate, however, did not act on any of these House bills, and failed to invoke cloture on the Senate bills addressing medical malpractice.
There has been no floor or committee action on bills addressing medical malpractice issues in the 110th Congress.
This report examines the economic issues and historical experience surrounding medical malpractice insurance.
It includes an explanation of the fundamentals of insurance and how these fundamentals relate specifically to medical malpractice insurance.
It also includes a discussion of the evolution of the medical malpractice insurance market since the 1970s and policy changes over this time, including an assessment of these changes.
It will be updated as major legislative events occur but will not attempt to track legislation in detail.
