 Query: Is your local "gate opening" digital control system - ready to receive and process the record?
 REPLY - NO - STOP - RECORD & REPORT ATTEMPT AND ERROR – notify facility Operator
 Exit GATE 10 > Operations staff will indicate Criteria Fail]  THEN > Exit GATE 11 
REPLY - YES - send record - Request ACK [that] Record transmission Event successful
