Dear US Vice President Kamala Harris, PLEASE INVESTIGATE (via Joe Biden & Lloyd Austin) BEFORE DESTROYING POSSIBLE STUDENT PROJECTS!
In fact, NASA has selected 60 teams for the "TechRise Student Challenge" [A below]. These teams [are instructed] to work together [following rules] ... in preparation for a suborbital flight test - using "balloon platforms", etc. However, eager to win - the "teams" may not be observing ALL of the rules.

In fact, as a student - at UWGB [1978-1982] - I designed and implemented a "Automated Weather Station" ( circa 1981) that "logged" atmospheric information [ from scientific probes ] - to a device - sited - in a shed in a farm field at UWGB. I would not have wanted an F-22 to shoot at my creation - in the shed - in Brown County Wisconsin - which, was sanctioned and paid for by the US National Science Foundation (NSF).

The total grant award was about $80K: It purchased Scientific Weather Probes: Temperature, Wind Speed, Barometric Pressure, humidity and, a "minilogger" device... I had a Student WORK STUDY award - and, charged - an hourly rate - for designing and developing the software system - in FORTRAN. UWGB's Facility Services provided electricity to the shed. The data was "crunched" - on the shcool's mainframe computer system - which was "gifted" - from IBM & DEC.

Sirs, RE: the balloons - I think ALL Americans - should be reminded [that] NASA has a "balloon program" - designed to study Earth's atmoshperic levels;
( C ) AND, our US Military - also - has a "balloon" program. I "automated" - the UWGB Weather Station - AND -developed scheduling software - for the US ARMY ) ( D ) - I also did work for the US Navy - via General Electric [as Prime].

As a student - at the University of Wisonsin (Green Bay Campus) - 1978 to1982 - I could literally perch inside of the UWGB Libray building's 7th floor - with books - and hear [and see] the Canadian Geese fly - in formation. (E)

TODAY, "farmers" and "golfers" try to frighten the geese - using "balloons"- armed with TIMED explosives, etc. - BECAUSE - this small group (golfers & farmers) - feel the Canadian Goose is agressive. And, some "GEESE" may poop on vehicles and lawns. Sirs, in fact - this is the finest fertilizer. It had been sold for centuries - as "Guano" ( and, is part of our species' paleontological success ) - (F: Title: "Paleontology and paleoecology of guano deposits in Mammoth Cave, Kentucky, USA"

On the "balloons": THERE IS A GOOD STORY - to be told here - a kind of biblic parable (G) ... That is, If your entire military is ON ALERT - for ICBMs (and, how to stop them ) They may not see ( or, require the AI software) to notify them of balloons and geese. I jest: "... And, the demons - shall silently float among your people. ..."

As a retired "Software Engineering Technical Writer" - and, Computer Programmer - before that - I know - this "gap" can be fixed.

And, there is one more company - that needs to be "Black-listed": "... SZ DJI Technology Co., Ltd. or Shenzhen DJI Sciences and Technologies Ltd. (Shēnzhèn Dà Jiāng Chuàngxīn Kējì Yǒuxiàn Gōngsī) or DJI. It is a Chinese technology company headquartered in Shenzhen, Guangdong ... backed by several state-owned entities. DJI manufactures commercial unmanned aerial vehicles (drones) for aerial photography and videography. It also designs and manufactures camera gimbals, action cameras, camera stabilizers, flight platforms, propulsion systems and flight control systems. ...DJI accounts for around 76% of the world's consumer drone market as of March 2021." ( H, I )

It is a relatively simple matter ( I would think) for DJI's "Frank Wang" [ to "hang" their "drone technology" - from a "balloon" platform - and, provide it [their drone] with a "homing" function - after release from the "balloon". Indeed, Mock-Ups could be constructed & tested - at WPAFB "Huffman Prairie Flying Field". This is located - at Wright Patterson Air Force Base - (WPAFB); Which, Mike knows (this area) very well. Please work together - to get it done.
